Abstract
By establishing Global Forest Expert Panels (GFEP) the Collaborative Partnership on Forests (CPF) aims to provides objective and independent scientific assessments of existing information about key issues of global concern. The Steering Committee of the panel consists of CPF members that agreed to join the initiative: CBD Secretariat, CIFOR, FAO, ICRAF, IUFRO, UNFF Secretariat, chaired by IUFRO. The "scientific analysis of the new international forest regime" (working title) is the second expert panel of this kind. In recent decades the international policy arrangement on forests has significantly broadened in scope, with particular emphasis recently being placed on the role of forests in climate change mitigation and adaptation. It is characterized by much broader participation of non-state actors and actors from outside the traditional forestry community. A multitude of agreements taken in various sectors impact on forests. On this background the assessment aims to provide a comprehensive analysis of the ‘new’ international forest regime or forest policy arrangement, its major challenges and future options. The assessment draws on the expertise of about 30 outstanding forest policy experts from all continents and aims to provide a range of options to support future negotiations.
