Flood protection policies and climate change adaptation in Austria, Germany and Switzerland
Abstract
Flood-Adapt analyses how climate change adaptation is integrated in flood protection policies at and across federal and regional levels in Austria, Germany and Switzerland. We analyse and compare the three countries because the degree to which their public authorities have mainstreamed adaptation concerns in flood protection policies varies despite political and geographical similarities: While water managers in Germany lead adaptation efforts, their peers in Austria hesitate to embrace the new top-ic, and those in Switzerland take a middle ground. Analysing and comparing the three countries will lead to a better understanding of what determines the mainstreaming of climate change adaptation into water management, and it can facilitate learning between policy makers.
