Detailed assessment, valuation and GIS-implementation of habitats to be protected according to Directives 79/409/EEC and 92/43/EEC in Natura-2000-sites nominated by the Provincial Government of Lower Austria.
Abstract
In Austria, the provincial governments are responsible for the nomination of Natura-2000-sites. The government of the province of Lower Austria nominated 19 sites of a total area of 600.443 ha according to the 'Birds' Directive and (included in this area) 19 sites of a total area of 417.746 ha according to the 'Habitats' Directive. The coarsely delineated sites include settlement areas, traffic areas and intensively managed agricultural land. A detailed assessment and valuation of these sites is now needed in order to be able to discuss and to estimate the relative importance of these sites in the European context and to plan the necessary conservation measures. In this project, areas of homogeneous habitat type are delineated within the nominated sites. This is done on orthophotos of the scale 1:10.000, which thus form the geometric basis and define the geometric accuracy of the resulting data set. The following data sources are used: (1) existing maps and data collections such as vegetation maps, biotope maps, mire conservation catalogue, steppe grassland catalogue etc. (2) expert knowledge (3) satellite images and black-and-white aerial photos for large-area identification and delineation of areas without need of protection (e.g. settlement areas, forest monocultures, intensively managed agricultural land) (4) colour-infrared aerial photos for forest mapping and biotope mapping in selected areas, (5) field work performed by experts for the assessment of flora and fauna - this is the main source of information. The deliverables include a GIS data set as well as statements on management requirements and corresponding cost estimates.
