Effects of an increased use of renewable energy sources on the European pulp and paper industry - a modelling study
Abstract
In 1996 the European Commission presented its White Paper "Energy for the future: Renewable sources of energy" in which the Commission aims at doubling the contribution of renewable energy resources to energy production to 12% by 2010. Biomass, including wood, used for energy generation is targeted to triple its contribution. In this project an existing economic model of the Western European forest sector (E-FOHOW) is used to study the effects of the EC energy policy on the European forest sector with special emphasis on the pulp and paper industry. Beside a base scenario ("business as usual") two scenarios were developed with this model to simulate the "White Paper" policy of the Commission. The results of the two alternative scenarios ("tripling fuelwood demand") are tested against the results of the base scenario ("business as usual") and the deviations are presented for four different points of time: 2000, 2005, 2010, 2015.
