Abstract
The PhD-project addresses new forms of landscape governance which might serve for a context-sensitive landscape development and interlinks the research fields of landscape, governance and New Institutional Economics (Transaction Cost Theory). The aim of the study is to analyse several examples of involvement of local stakeholders according to the specific cost-risk-benefit-ratios. Unlike most previous studies the focus of this thesis is on the private time and effort (private transaction costs) of the involved stakeholders in relation to the expected benefit of participatory decision-making processes in the context of landscape development. These private costs will be contrasted with public transaction costs of the particular processes. The Case Studies encompass Landscape Projects of Lower Austria on the one hand and local management groups in Natura 2000-areas on the other hand. Recommendations how the analysed forms of Landscape Governance can be enhanced and concerning an efficient design of decision-making processes, will be derived from the results of the qualitative case studies. Furthermore experience from international best practice examples – especially from French Natura 2000-management groups – will be incorporated in the recommendations.
