Energetic Long-term Analysis of Settlement structures
Abstract
ELAS is dedicated to research the links between energy consumption, energy provision and settlement structure, including mobility and life style aspects. It will cover all relevant parts of the life cycle of buildings and infra structure installations in human settlements. ELAS will not look into the impact of single buildings but will provide a systemic approach to settlements, regarding construction, renovation, operation, mobility and other aspects induced by the life style linked to a certain settlement pattern as well as to the quality and location of the site of a settlement. The goal of the project is to describe and explain the impact of settlement structures on the base of the energy requirement over the life cycle as a unifying indicator. Thus ELAS takes into account sectoral interactions in a similar manner as economical input-output calculations and the “ecological footprint”. Within the project, the ELAS methodology will be coupled with regional-economical models in order to link the results of ELAS with regional economic output and the impact on jobs. Within ELAS life cycle analysis and process network synthesis will be applied to questions concerning settlement structures and to elaborate the ELAS model which will comprise structural, economic, social, environmental and technical parameters. The ELAS-model will be tested and developed using 10 case studies that are located in three municipalities in Upper Austria and Lower Austria. As a result of the project the energy consumption of different parts of the life cycle of a settlement will be identified, together with its social and economical impact. It will also be shown who has to carry the economical burdens and who profits from this energy consumption. A soft ware tool will be generated to identify important indicators for settlements and their socio-economic frame work.
