Chances of rural areas in a knowledge-based society - the example of Lower Austria
Abstract
It is a common hypothesis that metropolitan regions are able to distinguish themselves as junctions of global knowledge streams and to further strengthen their position in regional competition. In return there are fears that rural areas and many small and medium towns continously decrease in attractivity and therefore have to be considered as economic and social losers in the development of a so-called knowledge-based society. At the same time there are emerging developments offering new options for rural areas in general and agriculture in particular: an increasing use renewable energies and raw materials, climate change mitigation and trends towards health and wellness. The research question is how in rural areas these challenges can be best linked with features of knowledge management in order to support and strengthen rural development. The objectives of this project are as follows: • Identification of carriers of a knowledge-based society in medium towns and rural areas • Description of effects of a knowledge-based society on rural development against the background of the new challenges mentioned above • Elaboration of policy and implementation options for rural regions in order to manage and support a knowledge-based development and to make use of the subsequent chances for regional development.
