Factory for Adaptation Measures Operated by Users at different Scales
Abstract
In Austria and across Europe, adaptation at the provincial, regional and local levels is still a novelty and sufficient tools and methods for developing adequate adaptation policies are largely lacking. Thus, the overall objective of FAMOUS is to facilitate the adaptation to climate change in Austrian provinces, regions and cities by better understanding the multi-level governance of adaptation in Austria, and by developing, applying, refining and disseminating tailor-made adaptation toolkits. To reach this overall objective, FAMOUS will: (i) review the challenges, barriers and success factors of adaptation that are identified in the literature (in particular with relevance for provincial, regional and local levels of policy-making) to make sure that FAMOUS addresses all key issues of adaptation; (ii) better understand the multi-level governance of selected adaptation policies in the case study areas Upper Austria (one of the nine Austrian provinces) and Waldviertel (a region in the province Lower Austria) to guarantee that the toolkits address the key challenges of adaptation adequately; (iii) develop an “adaptation factory” consisting of three toolkits, each of them providing a pool of methods and tools for all stages of adaptation policy making at different levels of government. The toolkits will be developed based on experiences made with similar guidance tools that can be found across Europe, and in close cooperation with local stakeholders. Thus, the FAMOUS project will act as an interface between several adaptation projects at the European level and sub-national adaptation efforts in Austria.
