ENHANCEMENT OF CULTURAL HERITAGE THROUGH ENVIRONMENTAL PLANNING AND MANAGEMENT

Abstract
Cultural Heritage sites located in both rural and urban areas are often facing the dilemma between loss of cultural values and hence loss of identity, due to non-sustainable growth, and economic decline and emigration, due to inappropriate infrastructure and high cost of living (especially, buildings maintenance). CHERPLAN aims to provide a strong basis for ensuring compatibility and synergy between Cultural Heritage conservation and socio-economic growth by fostering the adoption of a modern Environmental Planning (EP) approach throughout SEE. The aim of EP is to integrate traditional urban/spatial planning with the concerns of environmentalism to ensure sustainable development; when innovatively applied to CH sites, EP's comprehensive perspective can be regarded as composed of three spheres: the built and historical environment, the socioeconomic and cultural environment, and the biophysical environment. The main responsibility and contribution of BOKU-SIG is in the WP "Environmental Planning concept" and focuses on the development of an Environmental Planning and Management methodology especially tailored to CH sites (to be practically applied and tested in WP5 Pilot Projects). The innovative aspect of this approach lies in the integration of the concerns of environmentalism into CH planning and management in order to pursue a sustainable development. EPM includes collaborative processes involving all stakeholders, reconciles conflicting interests and different values and perspectives by showing that conservation being against development indeed represents a false and out-of-date belief, especially for CH sites. As a support tool a GIS platform tailored to Environmental Planning requirements will be developed.
