Abstract:
The republic Albania is an official candidate for EU membership since 2014, whereas for the accession to the EU the whole EU legislation has to be implemented into Albanian law. However, in the current state there are several lacks of the Albanian legislation respectively of its implementation compared to the EU legislation. One of this gap is related to the water pollution control in Albania. Thus the first part of this master thesis especially focuses on the statutory basis regarding to groundwater issues and furthermore on the nitrate problematic mainly resulting from agriculture. Therefore the relevant EU legislation is treated precisely. As an example of how this EU legislation could be transferred into national law, its implementation into the Austrian national law is focused on as well as how groundwater monitoring is performed in Austria. Finally, the actual Albanian legislation concerning this issues is treated, also including the actual structure of the responsible institutions for groundwater monitoring in Albania. The second part of this master thesis focuses on an assessment of the Albanian nitrate problematic in groundwater, which is caused by the actual agricultural practices. Therefore a definite region in Albania, Divjaka, was chosen. For this the data availability was checked in order to use a nitrogen discharge model EPIC for the purpose of groundwater protection. EPIC enables an assessment of the nitrogen leaching and a detection of groundwater pollution caused by agricultural land use. Consequently, the EPIC simulation shows that optimisations are necessary regarding to the actual agricultural practice, as the annual nitrogen leaching is in average 122 kg/ha and the percolation water has an average nitrate concentration of 106 mg/l.
