Abstract:
The „regulation on indirect discharge“ (IEV) is a regulation according to § 32b water law 1959. It regulates whether an indirect discharge needs a water law permission or not. Furthermore it assigns all the duties of indirect dischargers (obligation to notify, sampling duties etc.) and sewer utilities (reporting duty to authority, indirect discharger database). The regulation on indirect discharge came into effect on the 12th of July, 1998. The idea behind the regulation on indirect discharge was administration simplification and debureaucratization in the management of indirect discharges. Basically the regulation was implemented effectively and functions over the whole country. However the provinces have developed different solutions, which partly differ from each other. Different standards of report transmission exist, because it has not been possible to find a solution, which has been accepted by all provinces. The sewer utilities are still facing several problems, when dealing with their indirect dischargers. The most severe problems result from indirect dischargers not fulfilling their duties as they should in line with § 32b section 2 and 3 water law 1959 and § 5 IEV. This results in a lot of extra work for the sewer companies, which could be avoided. There is some room for improvement on the part of the authorities as well. The sewer sludge quality has not changed dramatically by the implementation of the regulation on indirect discharge and it is not possible to prove a correlation between the sewer sludge quality and the regulation on indirect discharge.
