Since the beginning of 2004 Austria is levying a distance related toll for all vehicles weighting more than 3.5 tons (the highest permissible total weight) on highways and main roads. For the low-ranking roads (national and local roads), with a share of over 80 % of the Austrian road network, there is no toll collection. The resulting costs (for using the road infrastructure and external environmental costs) cannot be allocated among users. The aim of this thesis is to determine possible leakages and the change of the freight transport demand on the basis of modeling different toll scenarios area wide. The original data and the demand matrices are based on the project „Verkehrsprognosen Österreich 2025+“. A fundamental step is the route choice, which is based on the modeling software VISUM 12.0. A basic scenario and other scenarios with different toll rates, which include the entire road network, were modeled. For determining the change of freight transport demand of the terminating and originating traffic the increase in toll costs can be modeled like an increase in fuel price (fuel price elasticity). The results show leakages from the low-ranking to the high-ranking road network (primarily in the areas of highways and main roads). The demand of the road transport decreases due to the rising toll costs (decrease of -3.3 to -6.9 percent). A toll collection for the entire road network would enable higher revenues.
