Technical Assistance - Water Sector Kasulu District Development Project (KaDP) Tanzania
Abstract
From the technical point of view the team of the District Water Department has the capacities and skills to implement the water sector program under KaDP but sustainability of their interventions and the introduction of a new management structure at community level can not be ensured without further assistance. Also the analysis of the actual implementation stage of activities within the water sector programme of KaDP shows that the staff of the District Water Department has problems and constraints concerning project management, proper planning and implementation of the new policy since many of the already planned activities could not be realised. For that matter there is need for training on the job and regular backstopping support for the Water Department to handle the program and implementation of the planned activities if sustainability and proper community management has to be ensured. Especially the experience from the Austrian funded water project in Uganda (South Western Towns Water and Sanitation Project - SWTWS) shows that temporary technical assistance with a clear phasing out system (one longer start up mission with following short term missions) is a vital input towards capacity building and creating a successful local project implementation team. That is why networking with the SWTWS team and sharing of experience is proposed to benefit form the lessons learnt in the SWTWS project during implementation.
