This catalogue of measures aims at providing suggestions for soft policy measrues, describing them and recommending practical measures to be included in the Viennese transport concept. Soft policy measures are mainly organisational measures which should guide road users towards and facilitate an environmentally friendly and sustainable transport behaviour.
