Implementierung einer akademischen Ausbildung für Landadministration in Äthiopien zur Unterstützung einer nachhaltigen Entwicklung des Landes
Abstract
In Ethiopia, a number of policy and strategic steps have been made both by the Federal State and Regional Governments for poverty reduction and sustainable development. The establishment of a modern land administration system (LAS) is one of the key issues, since LAS addresses the core components of sustainability (economic, social, and environmental). Currently, Ethiopia has been launching modern land administration practices in almost all regions of the country. In the rural areas, the first stage of implementing the land administration system is almost completed. Now the second level of land registration has been launched: This is the establishment of the link between the land title and the individual pieces of land (cadastral surveying). But lack of pro-fessionals towards the discipline is the main constraining factor in order to effectively implement the system. The Institute of Land Administration at Bahir Dar University is the only institution in Ethiopia providing academic education for land administration experts. Structural changes of the Ethiopian agriculture are inevitable for food security and rural development. Improved rural infrastructure, increased productivity by enhanced cultivation conditions, and water ero-sion control are required to be fit for the future. Besides land tenure rights and well defined bounda-ries, a resilient land management requires a legal framework and additional data about land (e.g. land value, land use, land cover, topography, and hydrography). These data can be acquired simultaneous-ly during the second stage of land administration. The current project aims to establish a second Land Administration Competence Center (LACC) at De-bre Markos University (DMU) to alleviate the shortage of trained academic workforce and to conduct problem solving research in the field of land administration. A specific focus of the DMU-LACC is giv-en to be fit for future land administration. The project with a proposed duration of four years will strengthen the capacities of all the partner institutions in education, research, and management. It pro-vides a significant contribution for the sustainable development of the nation by joint problem-oriented research, by building academic staff capability, by designing a research-driven BSc curriculum, by joint research activities and by preparing demand driven community services – all on the topic of land administration. The outcomes of the project contribute to improve living conditions of the local popula-tion, to guarantee land tenure security, and to provide an objective basis for decision-making in order to support good governance.
