Climate change acts: Comparing diffusion, governance and policy relevance
Abstract
The CCA project aims to (i) Take stock of all comprehensive climate change acts (national/federal and sub-national) in OECD countries and understand why they have been adopted/diffused from one country to another (Work Package/WP2); (ii) Analyse selected cases in depth (most likely at the national level) to better understand their governance rationale, and if possible also their relevance/potential in facilitating mitigation policies (WP3); (iii) Compare the case studies to unravel the factors determining the potential of CCAs to shape policy-making (WP4); (iv) Draw policy-relevant lessons from good practices and failures, e.g. with regard to improving the Austrian CCA adopted in 2011 (WPs 4 and 5). (v) To accomplish these four aims we will also develop a theory-based analytical frame that will guide the research related to the aims outlined above (WP1).
