Method development for the survey of the volume share of packaging in waste paper collection containers
Abstract
Due to the developments in packaging waste in recent years - especially due to the developments in online retailing - a significant increase in the shares of packaging in paper, cardboard and corrugated board collection was to be expected, which was confirmed at the level of mass shares in the nationwide recovered paper analyses 2019/2020. While proportional recovered paper revenues depend on mass shares, the volume share is cost-relevant for most collection logistics processes, such as container provision as well as waste collection. With regard to the proportionally used container volume, it can be assumed that the volume share of packaging exceeds the mass share, although the extent or the volume factor is not known nationwide from current analyses. The aim of the project is to develop a comprehensible and transparent methodology for determining volume factors of packaging in the original collection of paper, cardboard and paperboard (PPK) for the proportionate container volume, taking into account urban-rural characteristics of the collection area, the collection system (pick-up/bringing system), the container volume and collection intervals. After evidence-based evaluation by means of analyses regarding the container volume, the existing guideline for waste paper analyses is to be extended by this method.
