Conifer Research and Training Partnership, Phase II
Abstract
Profound knowledge on forest ecology is a prerequisite to carry out forest management on a sustainable basis and to set up the framework for successful nature conservation. The Royal Government of Bhutan committed itself to strict environmental protection and is determined to fill the knowledge gaps in forest ecology as the basis for sustainable management of forest resources and environmental protection. This requires human capacity building as the manpower specially trained in these fields is still limited. Based on the long-term cooperation of the Bhutanese forestry administration with the University of Renewable Natural Resources and Applied Life Sciences (BOKU) in Vienna, Austria, a new project, the Conifer Research and Training Partnership (CORET), was initiated in 1999. The Renewable Natural Resources Research Centre (RNRRC) for the East Central Region in Jakar, Bumthang is the implementing partner from the Bhutanese side, while RNR-RC Yusipang, as the coordinating centre for forest research in the country, supervises project activities from a technical point of view. The project is carried out in national execution. CORET has a double focus. In order to ensure continuity and long-lasting effect of forest research, the research component of the project is coupled with a strong human capacity building component. The first project phase lasted from 1999 until 2003. The objectives were to carry out research on conifer forest ecology, to start the human capacity building activities and to build-up project structures. The human capacity building component focused on in-country training courses, on-the-job training and short-term trainings in Austria. Two research tasks were carried out in form of a twinning arrangement between a student from Austria and Bhutanese researchers. The second phase of CORET is a continuation of CORET phase one: since forest research has a medium to long term focus, a number of activities, which were started in the first phase of the project, will have to be continued and/or finished during the second phase of the project. During the second project phase, out-of-country trainings for Bhutanese researchers, on-the-job training and training through twinning arrangements will be intensified, while maintaining the same intensity for in-country training courses. Training priorities for in-country training courses in particular will be defined together with the concerned stakeholders at the beginning of the second phase. The setting of the research agenda is based on the needs of the project clients. The participatory process of research question formulation ensures ownership by those involved and helps translating the results into practical applications. Extension of research results will have high priority. The research topics are at present ecology of fir and mixed conifer forests, autecological characterization of the main tree species in the conifer belt of Bhutan, and research in forest entomology and pathology. The project will result in an improved understanding of several ecological processes in the conifer forests of Bhutan, which are of great importance for management and conservation of natural resources. Community forestry and local forest use components will receive increased attention in the second project phase. Several Bhutanese foresters and forest researchers will be trained in scientific methods, which will enable them to develop and execute research independently and translate the results into operational and policy guidelines in the future. Through the exchange of scientists, the project will facilitate networking between forest research institutions in Bhutan and abroad.
