Abstract
The study investigates choice and application of forest policy means for protection against natural hazards in Austria. The qualitative policy analysis study aims at an explanation of the policy process and focusses on the implementation of policy means (regulatory, economic and informational instruments). For the explanation theories from a rational-choice-approach, an institutional approach and a value-approach are applied.
