Anticipatory Flood Risk Management under Climate Change Scenarios: From Assessment to Adaptation
Abstract
RiskAdapt aims at providing policy-relevant insights and conclusions concerning the current and future Austrian anticipatory flood risk management under climate change scenarios. Both aspects of risk – hazard and vulnerability– will be analysed considering their potential spatial and temporal developments. Flood hazard will be evaluated for the federal territory of Austria based on the HORA data set. This data base delineates potential flood inundation zones along rivers in Austria for discharges with recurrence intervals of 30, 100 and 200 years. Flood discharges will be estimated for 26,000 km of Austrian streams to gain an overview for the overall situation in Austria and to identify regions and municipalities that are prone to flood hazards. The sensitivity of flood hazard assessment to the elaborated data sets (inundation maps, inundation frequency, vulnerability) will be analysed based on ex-post analyses of data collected in the aftermath of the 1999, 2002, 2005 and 2006 flood events in Austria. On a micro scale level, census data (2001) will be combined with field work mapping results, GIS-based data analysis, interviews and expert judgements.
