Austrianwide modelling and web-based visualisation of energy consumption and greenhouse gas emissions on local level
Abstract
The considerable need for action in energy and climate politics emerging from the obligation to attain the international climate protection targets as well as national strategies for the energy transition and climate change raises the question to what extent cities and municipalities can contribute to a reduction of energy consumption and greenhouse gas emissions. So far designing strategies on the scale of municipalities for a better integration of energy and climate policy premises were hampered by the lack of comprehensive data on the current situation regarding energy consumption and greenhouse gas emissions on local level. The aim of EnCO2Web is the development of a spatially differentiated database on local level, which delivers an extensive representation of the energy-relevant structural data as well as of total energy consumption and greenhouse gas emissions of all Austrian cities and municipalities considering all kinds of land use and mobility. The visualisation of the database generated within EnCO2Web targets at providing comprehensive information for decision makers in various disciplines of administration and politics and for the specialist public as well as at generating a sound basis for evaluating development scenarios with respect to their impact on energy, mobility, and climate The broad methodological approach of EnCO2Web is based on a well-balanced consideration of all kinds of land use including housing, agriculture and forestry, commerce and industry, as well as services. At the same time a consequent differentiation of the energy consumption with respect to energy sources and application is provided. The comprehensive survey covering all municipalities ensures that the total energy consumption of each county is indeed reflected by the corresponding energy budgets on local level. Specifically, the capture of the mobility-related energy consumption and the resulting greenhouse gas emissions on the scale of individual municipalities to account for the special conditions of each city and municipality is underlined. The main focus of EnCO2Web is on modelling the daily passenger transportation considering each municipality as place of residence, as place of work and education and as place of customer-centred services. As a result of EnCO2Web an extensive open access geo-database with highly differentiated statements on the energy consumption and greenhouse gas emissions to be made on the level of municipalities will emerge. The visualisation of the database (including the development of integrated web-services) is supposed to ensure a broad application of the project´s findings and to meet the requirement of communicating complex facts in a user-friendly and interactive way. In future the knowledge base generated within EnCO2Web can contribute to a more efficient propagation of themes connected to “energy transition and climate change” into the public discussion and it can penetrate various energy and climate related fields of action such as drafting of strategies on climate protection, preparation of energy and mobility concepts, spatial planning, and the development of infrastructure.
