Modelling of energy and climate relevant basics for decision-making in the context of spatial planning on the local level in Styria – opening balances for municipalities as basis for the energy strategy
Abstract
The Styrian Regional Planning Act provides the opportunity for municipalities to draft sectoral concepts, such as energy strategies, as contributions to the spatial development perspective on the local level. In the frame of a pilot project (from April 2016 until June 2017) a new guideline for municipalities has been developed to give recommendations regarding the content, the methodology and the implications of these energy strategies. The broad implementation of the guideline in the Styrian municipalities, however, depends on the availability of a spatially and factually highly differentiated database which represents the energy and climate related status quo on the local level. The main target of the project is the design and build-up of a Styrian geo-database (to be integrated into GIS Styria). It delivers an extensive picture (“opening balance”) of the structural data considering all kinds of land use and mobility as well as of total energy consumption, heat density and greenhouse gas emissions (on the level of the municipalities and on a 250m-grid). Furthermore, the geo-database consists of potentials of renewable energy sources available on the local level. The opening balance can contribute to a more efficient propagation of themes connected to “energy transition and climate change” into the public discussion. Moreover, it will foster awareness raising of the (specialist) public and of decision-makers in economy, administration and politics. The knowledge base concerning energy consumption and greenhouse gas emissions can penetrate various energy and climate related fields of action such as spatial planning, development of infrastructure, drafting strategies on energy transition and climate protection, and preparation of mobility concepts. The countrywide development of the opening balance is followed by a phase of instruction, advice and evaluation. This phase encompasses activities to introduce the needs of integrated spatial and energy planning and the guideline for energy strategies. Furthermore, workshops are offered to support spatial planners on the local level in the practical application of the guideline and the opening balance. The final step of this project phase is an evaluation and possible adaption of the guideline and the geo-database. The coaching of the spatial planners on the local level intends to initiate a learning process covering spatial, mobility, energy and climate related topics.
