Analysis of a strategy for awareness raising in flood risk management
Abstract
The increase of extreme weather events – such as heavy precipitation or floods – as a consequence of climate change, confronts decision makers with new challenges. In order to counteract the future hazard potential, suitable and effective educational concepts for risk communication and information for the public are needed. In flood risk management it is a common way to raise public awareness by providing information (brochures, manuals). However, experience has shown that is used only to a very limited extend by the public. Within the scope of this project, the analysis and evaluation of an existing strategy for raising awareness as well as an educational measure (“flood self-protection”) in flood risk management will be carried out. Strengths and weaknesses will be identified and optimization possibilities developed. The evaluation focuses on the impact of the educational measures on self-care and self-protection. Strategy recommendations for effective educational concepts in civil protection are developed based on the findings of the previous investigations of the case studies and of the stakeholder workshop as well as on the basis of a literature review with the focus on Good-Practice-Examples in flood risk management.
