Scientific analysis of the framework conditions for citizen energy in countries of Central and Eastern Europe
Abstract
Citizen energy projects are considered an important building block for the transformation of the energy system. Originally initiated primarily in countries such as Germany, Austria and Spain, civic energy approaches are now also actively promoted and supported by the EU Commission. This is intended in particular to support the transition to a greenhouse gas-neutral energy supply, which the EU is aiming for by 2050. In the countries of Central and Eastern Europe (CEE), this transformation and a climate-neutral energy supply are also a major challenge, and here, too, citizens are beginning to gain importance as actors in the energy transition. First citizen energy projects have already been successfully implemented in the countries of Central and Eastern Europe. The proposed project aims to analyze the framework conditions for citizen energy projects in the countries of Central and Eastern Europe, to identify ongoing activities and to evaluate them. Thereby, a categorization of the countries and their framework conditions for citizen energy is to be carried out and needs for targeted, in-depth investigations are to be described. It will be investigated to what extent promoting or inhibiting conditions for citizen energy projects exist. Finally, recommendations for possible example projects will be derived in order to generate transferable findings on the requirements for a further dissemination of citizen energy approaches in the countries of Central and Eastern Europe as a building block of a transformation of the energy systems there.
