A Comparative Evaluation of the Economic and Legal Framework of Agriculture in Vienna, Tyrol and Lower Austria.
Abstract
The goal of this study is to evaluate wether there are disadvantages for Viennese farmers concerning funding and agriculturally related planning law. Therefore the study consists of two parts: Agricultural funding on the one hand and Planning law related to agriculture on the other. The situation of Vienna is compared to the situation in Lower Austria and the Tyrol. Within the first part all the agricultural funding programms available in Austria are examined in terms of availability for Viennese farmers, of relevance for agricultural production in Vienna and financial impact. As a result there are rather advantages than disadvantages for the farmers of Vienna. Within the second part several planning acts, such as spatial planning act, conservation act, agricultural land transfer, land consolidation act, with relevance for agriculture are evaluated in order to clarify wether planning legislation and implementation leads to disadvantages for Viennese farmers. The conclusion of the second part is that planning legislation in Vienna leads to slight disadvantages for Viennese farmers but the impact of these disadvantages within practical implementation is very low.
