Twinning Project Germany -Poland: Implementation of the Water Framework Directive
Abstract
The twinning project aims to support the implementation of the EU Water Framework Directive (2000/60/EC of 23 October 2000) and the related European legislation in Poland and to facilitate the necessary adjustments of the legislative, administrative and technical framework conditions. As an overall objective the Polish administration shall be enabled by the Twinning project to fulfil the requirements of the WFD as a substantial part of the environmental acquis communautaire according to the given time schedule. This includes the following main components: 1 Enhancing the introduction of river basin oriented water management system in Poland through establishing/strengthening appropriate institutions and creating water management instruments, which will fit the conditions of particular river basins. 2 Creating conditions necessary for implementation of the WFD establishing a frame-work for Community action in the field of water policy and contribute to the implementation of the directives covered by WFD. 3 Implementation of relations and institutional links between the concerned ministries, the institutional actors and the European Commission as well as relevant institutions of the Member States. 4 Implementation of tools and methods elaborated on the European Level in the frame of the Common Implementation Strategy and in the Member States with particular regard to the water quality assessment, the river basin management planning including action pro-grams and the improvement of water resources monitoring. 5 Training and capacity building in the governmental administration and in local elected authorities, representatives of stakeholders as well as executives and staff of organisations, involved in river basin management planning. Procurement of tools for information management and the information exchange between different stakeholders and the dissemination of results achieved by MS in WFD implementation.
