Designing processes of shrinkage - a new task for spatial planning
Abstract
This project detects possibilities and specifications that will enable politics to actively accompany processes of shrinkage in terms of planning. Spatial planning strategies and instruments that can accompany and design downward developments on the local level and that enable conclusions for the supra-local level will be developed. Suggestions for modifications in spatial planning in terms of raising awareness, regulative and monetary instruments are elaborated. The case studies are five rural communities from each of the five Lower Austrian main regions that feature a mid-term decline in the demographic development. By means of a document analysis and methods of action research processes of shrinkage are perceived, assessed and documented in the selected municipalities. Together with on site stakeholders corridors of possible action in terms of a sensible accompanying and design of appearances of shrinkage in the respective municipalities are determined. From this corner stones of a spatial planning that accompanies shrinkage are derived.
