Evaluation of measurements for efficiency improvement and quality control for timber production in protected forest areas – Demonstration example for the protection forests of Vienna for sustained yield of water resources
Abstract
For the management of protected forest areas several stakeholders with different objectives have to be considered. Therefore for the selection of suitable management measures a lot of trade-offs are available which can be handled sufficiently by using a formal decision analysis. The project will recommend best suitable timber harvesting systems considering environment and users preferences. Simple tools will be developed for determining suitable harvesting operations and evaluation of executed systems. This allows a definition of limitations of use and benchmarks for careful harvesting measures (quality management). The demonstration of evaluation model and tools will be carried out in a selected case study region. For these region an utilization concept will be developed. A terrain classification evaluates the technical acceptability of harvesting systems. The most suitable one of these systems will be selected via multi-criteria analysis. Therefore Conjoint Analysis will be used. Preferences of stakeholders will be considered via Delphi method. Analysis, test runs and adaptions should assure the acceptance of the model. For the technical implementation ESRI ArcGIS 10.1 and MS Excel will be used. As a result suitable timber harvesting measures with their strengths and weaknesses will be provided. Benchmarks and limitations of use make planning and evaluation of harvesting measures more easily. For visualization maps of suitability will be generated. For the end-user simple tools for data collection and decision support will be provided.
