Abstract:
Commercial timber production is prone to various risks, those affecting the growth of trees or the timber markets being the most obvious ones. However, risk management systems are by no means common in Austrian forest enterprises yet. The standard tools applied in strategic management planning even explicitly disregard any kind of risk or uncertainty. This discrepancy is likely to trigger inefficiencies and to limit the practical relevance of planning. In order to become effective, risk management has to be designed comprehensively. As a first step in a transdisciplinary research effort, a framework for explicit risk management in forest enterprises is proposed. It is based on general guidelines for risk management, reflects the special characteristics of forestry and integrates all levels of decision making. A checklist is provided in order to assist the assessment of the individual conditions and the requirements for designing the risk management process at the various levels in practice. Thus, a context for comprehensive risk management is provided which is required for the evaluation of specific tools for strategic planning in forest enterprises.
