Abstract:

Stakeholder participation is a key concept within sustainable development. Stakeholder analysis is the process that identifies and prioritizes individuals, groups and organisations who are affected by or can affect decisions about landuse planning and management. CIFORxxxs "Who counts" approach by Colfer et al. (1999a) is a popular method to evaluate stakeholders with regard to seven dimensions (proximity, pre-existing rights, dependency, indigenous knowledge, poverty, power deficit, responsibility) and place them on a gradient of importance. In this contribution the "Who counts" approach is extended by (i) decomposing the seven dimensions further into a total of 19 indicators, (ii) classify the stakeholders with regard to each indicator on an ordinal or nominal scale, (iii) evaluate class differences between pairs of stakeholders on Saatyxxxs ratio scale, (iv) derive relative importance values for stakeholders applying the Eigenvalue method of the Analytic Hierarchy Process (AHP), and (v) additively aggregate the local importance values to an overall index of stakeholder relevance. The combined methods are demonstrated by means of a case study on integrated land use planning in Arasbaran, North-Western Iran. Five stakeholder groups were identified in the case study region: (i) village population, (ii) nomads, (iii) tourists, (iv) forest administration service (FRWO), and (v) the Environmental Department (ED). Results show that related to the vital needs of stakeholders villagers and nomads score highest among stakeholders in this area. Consequently, integrated land use planning should involve them in the decision making process as well as in plan implementation. The results were sensitive to changes in weights particularly for the dimensions responsibility and power deficit.
