Service contract Support to remote sensing functinos of the national drought Management authority (NDMA-III)
Abstract
The Project generates drought related Information using MODIS NDVI time series. The drought indicators compare the actual NDVI (carefully filtered for noise and undetected small clouds) against the same values from the same time period acquired in the previous 15 years. The deviations are calculated and are delivered in 7 to 10 daily frequency. NDMA uses those indicators to automatically Trigger the payout of so called disaster contingency funds to the most affected administrative Units. The Approach thus consists in a fully automated index based insurance solution for drought affected countries, with unreach success as demonstrated by positive user Feedback.
