Closure of encapsulation measures at old landfills - step I: development of a basis for decision making
Abstract
Enclosure measures with sealing wall systems and water pumping were implemented in Austria at numerous old landfills of the type "bioreactor landfill" as a safety measure with regard to groundwater protection. Due to the need for dewatering within the perimeter, the operation of such safety installations involves ongoing costs for pumping measures and groundwater treatment. The first landfill enclosures were built in the 1980s. However, most of these landfills had already existed for some time before the closure, so that in view of the quality of the pumped water and remaining reactivity of disposed waste, the question of a possible termination of the safety measures is already being considered at some specific sites. To date, however, there are no generally accepted criteria for describing a state of landfills in Austria where it would be appropriate to examine the termination of containment measures. In order to be able to evaluate the suitability of the criteria and investigation methods, the implementation of a step-by-step concept at several concrete sites is to be carried out within the framework of this project, whereby step 1 involves the detailed collection and evaluation of existing data, the establishment of additional landfill gas and groundwater measuring points and the development of a one- to two-year monitoring concept.
