Analysis of policy networks regarding 'Timber Certification': Interests, strategies and political influence of national and supranational actors.
Abstract
The main objective of the research project is the evaluation of the policy process regarding timber certification on the European level as well as the national level (multi-level policy networks). The emphasis is on actors within these networks, their interests, resources, strategies and influence on policy making. Different paths of concerted policy-options are available, depending on the degree of institutionalisation and the nature of relations (co-operation or conflict) within these networks. Some options are favoured, some are excluded. These paths have to be analysed. The results of this study ex ante enable decision makers to asses the chances of alternative policy options regarding timber certification. Along with results of other current projects they will provide the basis for recommendations regarding future activities of the Commission of the European Union. The analytical toolbox to be applied was developed through the concepts of 'Policy Analysis' and 'Network Analysis'. These concepts are most adequate for the research considered.
