The mayor topic of this master-thesis is the organisation of settlements and planning on the outskirts of the city considering the Wolfersberg in Vienna as example. The thesis is subdivided in a historical part (development of the settlement), an analysis of the present situation of open space utilisation and deficits and finally, a foresighted part including suggested measures. The deficits and problems in the planning process of the historical and present planning principles are the basis for the suggested planning measures. These recommendations could save and produce appropriate settlement- and open space structures within municipal planning efforts. In this regard, also the importance of participation of the inhabitants in the planning process is pointed out. The thesis concludes in planning measures, which were developed to improve the planning basic parameters like public transport services as well as the private and semi-public open spaces. There are shown methods for integrating the inhabitants in the planning process and to organize the planning to a social process e.g. in a ¿Local Agenda 21¿ process. The inhabitants should cooperate with the planners in order to develop and implement solutions for the improvement of their own social environment.
