REFLEX - Reversible and flexible measures for energy saving in transportation management
Abstract
Reflex (REversible and FLEXible measures for energy saving in transportation management) aims to accomplish a thorough review of previous and present research activities in the field of traffic demand management with particular emphasis on energy efficient measures, with a view to setting up a common framework for the assessment of the measures and for analysing in depth the reasons for success and the causes of failure of the energy efficient measures, so as to be able to draw guidelines for future implementations with higher chances of success in the light of a deeper understanding of the problems that arose during similar experiences. Reflex started in March 1997 and will end in November 1998. The final report will be issued within January 1999. A first draft of the report will be available for the Workshop of 26 October 1998. The project has the following main objectives: To review and investigate the technological options and international experiences in the transport sector regarding energy efficiency. To devise a common analytical framework for assessing and evaluating different mix of measures. To enable a comparison, in terms of economical efficiency, environmental quality and social equity, of reversible and flexible measures, in order to assist the decision making process in urban planning. To define policy implication of 'soft' interventions (i.e. reversible and flexible measures) of energy saving on traffic and mobility. To facilitate ongoing communications between EU Member States and East European Countries, by ensuring the widest possible diffusion of the problems and relative solutions due to transportation externalities. The case studies: Reflex involves four case studies for the assessment of reversible and flexible measures.
