Options for strengthening the international legal regime for forests.
Abstract
The study was prepared for the European Commission, to advise on options for improving the international legal regime for forests. The advantages and disadvantages of each option, from the points of view of effectiveness and political feasibility, are explored without recommending any particular course of action. The study is divided into three chapters. Chapter 1 presents the most pressing international forest problems and seeks to establish the objectives for the international legal regime for forests. Chapter 2 looks at what elements of the international legal regime for forests are needed in order to achieve sustainable management, conservation and sustainable development of all types of forests, and identifies the deficiencies in the present international legal regime for forests. In chapter 3 the main legal options available for improving the international regime are discussed: improving the status quo framework, new non-legally binding instruments on forests, and new legally binding instruments.
