- In many countries, plastic carrier bags are provided free by the retail sector or markets, which results in overconsumption and littering. This improper disposal has significant environmental impacts in many parts of the world. This master thesis aims to describe alternatives, as well as showing both implemented and planned measures (bans, taxes and voluntary campaigns) including their effects on an international level. Subsequently, the situation regarding the prevention of plastic bags in Austria should be described. For this purpose, a questioning of the retail sector as well as two local communities was held. Since resources and energy are spent for the production of every single-use bag, the focus should lie on the reuse of carrier bags. While analysing regulatory actions in five model countries (Australia, China, Ireland, Luxembourg and South Africa) intensive awareness campaigns, the involvement of all parties, an earmarking of tax and, if necessary, the increase in tax rate were shown to increase the effectiveness of these measures. The first important step in reducing consumption is not to hand out plastic bags free of charge. As the consumption of plastic bags in Austria is generally low, waste management does not pose a problem. Opportunities for improvement exist, however, mainly in markets and small food shops, because plastic bags are commonly given away for free. Furthermore, cancelling to offer plastic bags free of charge would be useful in any sector.
