Designation of energy efficient and climate friendly settlement structures as basis for integrated spatial and energy planning in Upper Austria (Integrated Spatial and Energy Planning Upper Austria, Phase I)
Abstract
In accordance with the provisions of the Upper Austrian Spatial Planning Program 2017 and the specifications of the Upper Austrian Spatial Planning Strategy, the objectives of spatial development should be interlinked with those of energy planning and transport planning. Furthermore, integrated spatial and energy planning should be implemented in the instruments of local spatial planning within the framework of a pilot project. The object of the project is the modeling of energy consumption and greenhouse gas emissions in a spatially and factually high-resolution where heat demand and heat demand densities play a pivotal role. Furthermore, energy- and climate-relevant location qualities are assessed and sites for district heating supply and for climate-friendly mobility as well as their synthesis are designated. This approach is based on a method developed at the Institute for Spatial Planning, Environmental Planning and Land Rearrangement covering Styria; the method is currently further developed in the frame of a study on Lower Austria.
