ASSET - Integrated Assessment of Financial Policy Instruments for the Reduction of GHG-Emissions in Road Transport
Abstract
Road transport is responsible for 27 % of greenhouse gas (GHG) emissions in Austria with increasing tendency. Financial policies such as higher fuel tax, consumption-based registration tax, distance-based road pricing, and emission trading in transport are promising options to face this trend. However, lack of knowledge causes a controversial discussion on their effectiveness and unwanted side-effects. ASSET aims at contributing to an objective debate on these policies. It provides reliable forecasts of their direct effects in the transport sector as well as indirect effects on different economic sectors and private households. The forecast is based on several recent model developments, which are combined to an integrated tool; it accounts for changes in car technology, vehicle ownership, and travel demand in passenger and freight road transport.
